I don't think the intent was to limit it. I think the intent was to have it
moderated--assurance that people rather than bots were signing up. But as
has been indicated, maybe it's not enough of an issue to worry about.

Other subcomms have also expressed concern though about new people dropping
into the committee during the last thirty days of the work for example. So,
I suspect there will be some discussion of how to manage participation
without excluding anyone.

Limiting future membership in subcommittee[s] would also seem to be in
conflict Federal Advisory Committee Act.
