I haven't been involved in your discussions, but "In software, the tab
order defines the reading sequence and is sufficient." makes no sense
to me. Sufficient for what? Does this mean that whatever the tab order
is, by definition it is a reading order that satisfies this
provision? If the reading order of the non-interactive content of the
software and the tab order are not consistent, does it matter?
