Folks: On last week's TEITAC A/V call we discussed adding a new
category for personal video display devices that would not be able to
display CEA-708 captions or equivalent functionality. I think the
following is in line of what was discussed:
Equipment of this type...
Uses this standard...
To provide these functions...
Personal video display devices (e.g. iPods, Zune, cell phones, etc.)
Display open-captioned video
* Display open caption text
While open captions are the only solution supported by the current
generation of personal video display devices, I would not want Sec. 508
regulations undercut the incentive to procure devices that can support
advanced closed captioning. I think that it is achievable and
reasonable to expect media player software in personal media players
used by government to support transmission formats that allow them to
receive and display timed text in a manner that is functionally
equivalent to CEA-708. If personal video display devices are not
required to support closed captions, and open captions are believed
"good enough for government work," then it would be unfair to burden
other digital video source devices with requirements to support closed
captions.
I will not be available to participate on tomorrow's A/V call, but
wanted to provide this input in case this issue is planned for
discussion.
