Good catch Gregg. I think we had agreed to accept the WCAG 2.0 wording on
this at our July 11th meeting.
Fixed this one.

Here again a ‘sufficient’ statement is in the provision. Also, the
provision drops the navigation requirement except for software.
WCAG Text
When the sequence in which content is presented affects its meaning, a
correct reading sequence can be programmatically determined and sequential
navigation of interactive components is consistent with that sequence.
Current proposed text
When the sequence in which content is presented affects its meaning, a
correct reading sequence can be programmatically determined. In software,
the tab order defines the reading sequence and is sufficient.
Suggested edit
