Not sure I understand Allen.



Are you saying that products for which there is no AT should qualify as
"accessible via AT" as long as there is an API?



So if the government had two systems -

- one supported by AT

- the other with no AT available - but it had an API

both would pass 508 and the government could buy and deploy them even though
they could not be used by employees with disabilities that needed AT?



You mention - business need. But if you don't have a person with that
particular disability in your agency right now (or in that position) - then
you wouldn't have a business need and the position would then not be doable
in the future. No?



Maybe I am misunderstanding you. Can you clarify?

No. That is the end goal, but not the specific requirement for this
provision from my reading.
