I think what is sparking the discussion for a second look at this provision
is precisely the discussion of the FPC in the General group. Suffice to say
that any change in the FPC that reduces the regulatory intent(despite any TA
statements) of the FPC would cause some of us to request a relook at
provisions like interoperability and undoubtedly others. So in that
contextalone, the discussionof how the FPC impacts this provision should be
appropriate to this list.

We are not proposing a significant change at all from what we (AT & IT)
collaboratively developed [1].
