We were trying to make this work - even for content not at a
workstation (e.g. information on wall displays).
But maybe we could say
1) note in definition of General and Red Flash Thresholds
Note 1: Using a 341 x 256 pixel rectangle anywhere on the displayed screen
area when the content is viewed at 1024 x 768 pixels will provide a good
estimate of a 10 degree visual field for standard screen sizes and viewing
distances for workstations. (Higher resolutions are safer so the lower end
of standards workstations is used).
2) note in definition of Relative luminance
Note 2: Almost all computer display systems used today assume sRGB encoding.
Unless it is known that another color space will be used to process and
display the content, authors should evaluate using sRGB colorspace. If using
other color spaces, see Understanding Success Criterion 1.4.

Why does the Note in the definition of General and Red Flash mention Web at
all, especially since the General provision for flashing gives an exemption
to 'software' that is under the threshold. Why not just drop 'For general
Web content' entirely? Or is there really something about this heuristic
that only works for the web?
