Gregg,

The "consistent identification" one is an error. It should say simply that
"Components which have the same functionality must be identified
consistently." [1]

As to the other two, we went through every provision discussing whether it
applied to Web, Software, and documents in general. In that discussion, we
concluded that the other two are really only applicable to Web pages.

Since a document is a single entity, what would repeated blocks mean? I
suppose if you have a collection of files that go together and have a table
of contents at the beginning of each one, being able to skip the TOC would
be useful. But in word processing documents, keyboard users do not have to
tab through all the links. They can just page down to get past the table of
contents.

The purpose of the link purpose provision is to accommodate screen readers
that provide a list of links out of context. But our understanding was that
they only do that on Web pages. So we concluded that we did not need to
mandate this requirement for documents in general when it is only an issue
on Web pages.

I think the idea was to merge web and all other formats into a single set
of requirements if possible, but we should probably make sure to do a pass
through this and if there are items specifically only for content encoded
and rendered HTML and whatever combination of other encodings we deem
"web", then they should be noted as such specifically.

If I am reading the wording of the current draft properly, there are only
3 provisions that apply only to Web.

They are
3-H (Consistent Identification),
3-L (repeated blocks) and
3-M (link purpose)
Others are to documents in general.

Should these be for Web Pages Only? Or electronic documents as well.

Suggest – that they be expanded to electronic documents as well. (though
they might be documents with hyperlink capability or some such – though
that can be self regulating since if there are no links there is no ).

Thoughts?
