I still have real trouble with 6-c as is in the 08/17 draft.

6-C - Video Description
All materials containing video and/or audio, regardless of format, that
contain visual information necessary for the comprehension of the
content, must comply with the following:
1. materials containing prerecorded video and no original audio or
other additional time-based content must provide either a separate text
description of the video or provide an additional audio track to convey
the informational content of the video.
2. materials containing prerecorded video with concurrent audio
must provide synchronized video descriptions, or a separate text
description of the video, to convey the informational content of the
video.
3. materials containing live video must provide synchronized video
descriptions in real time to convey the informational content of the
video.

First, in option (1), what is the "original audio" phrase intended to be
for? Why does the source of the audio matter?

Next, I can't live with a text transcript as an alternate to
synchronized video-description. It can certainly be a supplement to a
text transcript, or the text transcript a supplement to the synchronized
video-description, but not an "or" condition. My memory tells me we
went through this once before, but it has morphed back.

On to 6-e:

6-E - Interactive Elements
All "multimedia" containing interactive elements, such as menus for
selection and access to segments of the content, that are part of the
content must include verbal equivalents for menu selections.

My memory tells me again that we went through this and agreed that to
identify that a/v content with interactive elements, must have verbal
equivalents. This is supposed to be for menus on things like DVD(s),
etc. I think we should just say that myself to make it clear that when
content and media format combined allow the use of a menu to select what
is to be viewed, that that menu must include verbal information
sufficient for the user to make menu selections. i realize we have
folks thinking this is a software issue, but while maybe it is, a/v
vendors must have clear direction that such menus must have this added
component of audio output to meet Section 508 standards. The point is
that this requirement must be made clearly and not be left for someone
to delve through long drawn out chains of logic to find. I think we
could certainly eliminate the use of the word multimedia and say
synchronized audio/video content.

Here is a suggested update for consideration:

6-E - Interactive Elements, or menus
All content which contains video with or without synchronized audio and
interactive elements, such as menus for selection and access to segments
of the content, must include synchronized verbal equivalents for menu
selections.
