I believe the disks are encoded as essentially ordinary DVD's, and so probably use DVD subtitle/caption encoding. I think they have been on sale in India for some time.
They could probably use the same MPEG encoding hack as current DVD's to carry 608/708 but the players however are HDMI output so no captions are going to come out of the device; at least in HD mode.

I haven't heard of HD VMD before, though there is no reason why it couldn't
support an ancillary audio track with video description - which is just
another audio language like Spanish or French.
As for closed captioning, in either 608 or 708, that's not indicated and
probably not likely, judging by the history of other new packaged media
playback launches.
As for playback functionalities, I assume you mean whether the
user-interface is navigable by people with limited or no vision - I would
have to guess no, though I haven't dug deeply into the capabilities of this
new entrant.
