Unfortunately, I cannot do this call but wanted to share a confusion I have
with the concept of personal/private as relates to "product line" approach
and the proposed "narrow, delineated use" exclusion in Subpart A. In the
current draft in the note associated with the definition is says "If a
product is part of a larger system, with specific models or types available
to users, the product may only be considered "personal and private" if the
list of available models includes at least one that meets the [508]
requirements." That sounds to me like a confirmation that using a "product
line" approach is acceptable under 508 where one product in a line is 508
conformant rather than all products purchased conforming to the 508
requirements. This really needs to be clarified as it impacts many other
sections in particular Subpart A - Application, Exceptions, and specific
technical standards. If the product line approach is acceptable, then there
is no need for the narrow, delineated use exception as a procurement would
have various access features available with the line of calculators,
electronic dictionaries, etc. but not every item would need to conform to
all the 508 standards. Also if a product line approach is acceptable, the
problems with the volume control standard go away as a procurement could
just include one phone in the line that has the 20 dB of gain built-in
rather than all phones having that level. Conversely, if the product line
approach is not acceptable, I'm not sure when/where you use the personal and
private differentiation.
