Hmmm
You make a good point. But your fix doesn't work. It would require that all
consumers carry all converters from all formats with them wherever they
went.
But we do need a fix here.
Those screens don't actually put out any audio. So they are exempt by the
first phrase.
But there are problems with
a) full TVs that are behind bars or otherwise in the public space
b) PA systems
So we don't really want to cover all sound that is broadcast into the public
space. But we do need to be sure that kiosks and other systems can be
accessible and understood.
Have to think on this one a bit. My quick thoughts is that we might limit
this to 'products meant to be used by individual public users' but there
are lots of problems with that phrasing.
