Let me propose another word, "solely rely". I don't think we can tell
folks they can use relationships of shapes sizes etc, but that can't be
the only means of conveying the instruction. This does not need to be
mutually exclusive and is identical to the use of color as the only
means of phrasing in the current standards.

Allen,

I think the extra phrase is redundant. Isn't that what "rely on" means?
If there is another way of conveying the information, then you're not
"relying on" the shape, size, or visual location.

Question:
Shouldn't this include the phrase "as the only means of conveying
information"? This seems to prohibit this usage, but we really mean
that it can't be the only means of conveying the information right?

3-C - Size, shape, location

Instructions provided for understanding information and operating user
interfaces must not rely on shape, size, visual location, or orientation
of components.
