Mike,
I have been having side conversations to try to resolve the comments on
3-B, 3-D, and 3-E.
Here is the net of the discussions and some proposals for modifying 3-B and
3-D.,
Taken together the 3 provisions require:
- a minimum contrast ration of 5:1 for electronic documents including Web
pages. (3-B)
- applications to support platform settings for contrast (and some other
things). If there are no platform settings, then applications must support
a minimum default contrast of 5:1. (3-D)
- users to be able to adjust the contrast to at least 7:1 where product
provides the ability to adjust colors. (3-E)
Sun Microsystems and ITI have proposed removing 3-D and 3-E. But 3-D is
broader than contrast, requiring applications to support platform settings
for font, font size, and focus cursor. If we removed it, we would lose
those requirements. And applications would then not be "required" to
utilize platform settings even for contrast. So if a platform provides a
higher contrast setting, there would be no obligation for applications to
support it. As long as they provide a contrast of 5:1, they would pass. And
some users need higher contrast than 5:1. So 3-E requires that products
(including platforms) that provide a means to adjust the colors, allow the
user to achieve the higher contrast of 7:1. If we remove it, there would be
no requirement for users to be able to get a contrast that is higher than
the default of 5:1. So, even though 3-D and 3-E are unique to the US, I
don't see how we can remove them without taking the prohibited step
backwards.
Sun Microsystems has stated that they can live with keeping them in but
remains concerned over the large number of provisions in the TEITAC report.
To the question raised by Allen Hoffman about whether or not it is clear
that 3-B applies to Web pages, I refer to the introduction to the Section 3
provisions. Here it clearly states that they apply to Web pages. So all
user interfaces and electronic documents that are on Web pages are clearly
covered.
If we modify 3-D and 3-E to harmonize with the latest WCAG 2.0 wording, it
addresses ITAA's editorial comment by replacing "unavailable items" with
"inactive user interface component". We should be trying to consense on the
edited provisions (see below), not the ones that are in the document you
sent out yesterday.
Sun Microsystems and Trace have both stated that they are okay with these
proposed edits.
I propose that we not accept the EWG suggestion on 3-E to change "product"
to "user interface". We discussed a similar change to another provision in
the Web and Software subcommittee but we thought the broader term "product"
was appropriate.
3-B (proposed): Text and images of text in electronic documents must have a
contrast ratio of at least 5:1, except for the following:
* Large Print: Large-scale text and large-scale images of text have a
contrast ratio of at least 3:1;
* Incidental: Text or images of text that are part of an inactive user
interface component, that are pure decoration, that are incidental text in
an image, or that are not visible to anyone, have no minimum contrast
requirement.
3-D (proposed): Applications must provide a mode that utilizes platform
settings for color, contrast, font type, font size, and focus cursor. In
the absence of platform settings for color and contrast, all text (and
images of text) must have a contrast ratio of at least 5:1 except for the
following:
* Large Print: Large-scale text and large-scale images of text must
have a contrast ratio of at least 3:1;
* Incidental: Text or images of text that are part of an inactive user
interface component, that are pure decoration, that are incidental text in
an image, or that are not visible to anyone, have no minimum contrast
requirement.
* Note: Application software that is is also a platform would need to
expose the underlying platform's color, contrast, and other individual
display settings to applications running within its platform, so that these
applications can meet the User Preferences provision.

Because this is an official meeting of the TEITAC the following protocols
are in place:
1. Only TEITAC members can speak for the first 2 hours and forty-five

last fifteen minutes of the call.
3. People who are not TEITAC committee members may speak before the public
comment period if a TEITAC member asks them to address a particular point
of expertise. Otherwise, nonmember statements should be reserved until the
public comment period.
4. Attendance will be taken.
