Additions to 4-A 1
Functional equivalency requires synchronized text displayed on-screen that
reflects the audio of a program and functionality to allow user choices fro
background and foreground color adjustment, contrast, and text size for
captions, as allowed by the platform software or hardware displaying the
media.
