This system uses live operators. If someone can't speak, I don't think there's a way to participate since you must say the words.
It's hard to imagine in this day of lowest bids that a human data entry system like that is less expensive than a system where you key in a code. I know that sometimes on the conference bridge for the live meetings, I waited some time for a human to let me in.
