I think what we're trying to get at is anything that is considered an
"official electronic communication" of the agency that is distributed
through any means. Here's another alternative:

In complying with this subpart, each agency must ensure that any official
electronic communications from the agency, regardless of the medium of
transmission or distribution, complies with the applicable provisions in
the Section 508 standard, in particular the provisions in subpart C,
section 3. For example, agency websites, policies or procedures for
employees that are distributed via internal agency e-mail, electronic
newsletters, tutorials that are distributed on CDs, etc.

I'm not sure "official electronic communication" is a great term but maybe
this will trigger something better from someone more creative than me.
