Thanks Larry,
The AND was because I was going to make it "images of text and
supplemental visuals" to reflect the beginning of the sentence (per Sean's
addition)
So we should either
a) remove AND
or
b) add "supplemental visuals" after the AND
Thoughts? Preferences?

Two points:
1) Do we possibly run into trouble from a naive reader who might think a
"text equivalent" might include something like a sign language window or
avatar?
2) In this note:
NOTE: Captions can be supplemental visual or text equivalents that can be
turned on and off (closed captions) or images of text and embedded in video
(open captions).
I think the word "and" should be removed from the final clause.
Images of text can be turned on and off as well (like on DVDs) and a better
indication of what is considered open captions is:
"... images of text embedded in video (open captions)."

important sound effects, music, laughter, speaker identification and
location.
NOTE: Captions can be supplemental visual or text equivalents that can be
turned on and off (closed captions) or images of text and embedded in video
(open captions).
NOTE: Captions should not obscure or obstruct relevant or key information.
NOTE: In some countries captions are called subtitles.
