RE Gallaudet example



- EWG wording would require that it be accessible to those with hearing
disabilities, but would not require that it be accessible to people who are
blind if you are just sending a memo to 5 people 4 of whom have hearing
disabilities. EWG wording still requires that you meet their needs.

Consider content developed by and intended for a small group of
faculty/staff at Gauludet. There will always likely be someone with hearing
loss in any group at that agency. With Whitney's wording there seems to be
an exception that applies. With Alan's wording there doesn't seem to be any
exception that could be used by staff at that agency and pretty much
everything would need to conform to all standards.

small known audience of people who may not have any disabilities, and the
content is not intended to be directly migrated to a larger group who may
have disabilities. "
