Progressing on down to b, in the context of mapping clauses of 1194.21 (software and OS) to ISO 9241-171 (software accessibility):

Summary:
Language in 1194 actually seems cleaner then in the ISO equivalent. The 9241-171 standard is a little broad in its statement about "not interefering with any other software". Interoperability is hard to achive if one tries to make guarrantees towards products that do not exist yet, or have not been documented. The burden of research is on the application. This is why the words "knowingly, industry standards, and documented" are more useful in the 1194 text.


1194.21 (b) Applications shall not disrupt or disable activated features of other products that are identified as accessibility features, where those features are developed and documented according to industry standards. Applications also shall not disrupt or disable activated features of any operating system that are identified as accessibility features where the application programming interface for those accessibility features has been documented by the manufacturer of the operating system and is available to the product developer.

(ISO) 8.4.3 Avoid interference with accessibility features: Software shall not disable or interfere with the accessibility features of the operating system and software that provide services for use by other software or any other applications.
EXAMPLE 1 Software which intercepts keyboard input does not defeat the operation of keyboard filters such as key latching and locking
