Hi Gregg,
When the agency installs a public access system (e.g. in the lobby of
the building), then it must be pre-configured to meet this provision ->
it must be in that mode. There are lots of other cases where we have
"at least one mode", the same logic applies for those in public access
systems as well.
I don't see why low vision is different from those.
