It should read
Firewalls, routers,gateways and other products that pass real-time voice
communication must also pass real-time text communication signals (including
mixed voice and real-time text) that are standard in the US for that
technology platform without distortion or error beyond 1%.
Technologies which use encoding, signal compression, format transformation,
or similar techniques must not remove information needed for access, or must
restore it upon delivery

Three suggested changes.
1) drop the note - the provision says it is about gateways etc but then
the note says that it only applies to phones. (which contradicts the
clause)
2) Keep the old second paragraph : "Technologies which use encoding,
signal compression, format transformation, or similar techniques must not
remove information needed for access, or must restore it upon delivery. "
This is a common problem and these folk usually miss it.
3) Add "in the US" after "that are standard for that technology
platform " so that it reads "that are standard for that technology platform
in the US.." Otherwise it might require all of the different PSTN formats
for all countries.

New language added:

As asubcommittee you already agreed to the following language apart from the
last sentence which has been changed slightly according to TIA suggestion
and approved today on the call. The provision is shared by Hardware and will
be put out to the Hardware list.
Telecommunications products that deliver output with an audio transducer,
which is normally held up to the ear, must provide a means for effective
magnetic wirless coupling to hearing technologies that allows a user to
effectively utilize the product. This guideline shall apply to wireline and
wireless technologies.(changed from"this guideline applies to wireless,
wireline, cordless and Bluetooth applications")

OK for the menu definition.
NOK for the Passthrough. The Note about telephones is confusing in this
environment and should be deleted.
I find the rest of the Passthrough definition and requirement good and
important.
I have some questions to check for the new section on firewalls etc:
1: Do everybody understand "real-time text communication signals" as being
transported either in audible modem-coded form or in text-coded form as the
standard for the platform specifies? If so, OK, otherwise, a change to
"real-time text communication information" is proposed.
2.The phrase: "that are standard for that technology platform ", is a good
and important phrase that can lead to the interoperability goal as well. But
who will decide what the standard is and where will it be documented? In
this document or by the industry, or by whom?
3. I also noted a later proposed addition of "In the US". That comment may
be valid for PSTN,where we already have discrepancies, while for packet
network environments, I would like to see an ambition to procure systems
with global interoperability, thus using international standards. Otherwise
the "comparable access" requirement will not be achieved. I suggest putting
the comment on US in paranthesis with a small extension to read "(for PSTN
signals, the US standards ).
