Subject: New AV language in Sep 3 draft

Hi, I don't understand the language below from:
http://teitac.org/wiki/EWG:Draft_Sept_3. It is also different than what
we discussed.



3. Products of this type:

* Other digital video source devices including personal video
display devices

Use this standard:

* CEA 708 or functional equivalent (see end-note for definition of
functional equivalent)

To provide these functions:

* Pass caption data, when available, to the caption decoding
circuitry of DTV displays

OR

* Decode caption data, when available, and pass a decoded
("open-captioned") video signal to the DTV display or monitor. For
personal video display devices, decoding of caption data will be subject
to the "readily achievable" standard; if decoding of caption data is not
"readily achievable," open-captioned video must be supplied for use on
that device.

Proposed additional section Version 1:
4. Products of this type:

* Software audio or video players on computers, personal video
display devices or other devices which play digital audio or video

Use any standard or method

To provide these functions:

* Display caption data, when available.
* Players must allow users to turn the caption display on and off
at will, and the technology for doing so must be freely available to all
users.



Comments:

1. Personal video display devices are in both Paragraphs 3 & 4.
We had proposed that these would be covered only in 4.

2. I thought we had confirmed that the use of "readily achievable"
was not appropriate for use in Sec. 508.

3. We also discussed that "devices" should be changed to
"products".

4. Paragraph 4 now includes "other devices which play digital
audio or video." What products does this cover?



I have other concerns with this language but since it has some obvious
mistakes, I would like to withhold comment on substance until these have
been corrected.
