Subject: Meeting Weds., new doc coming

We have scheduled an AV Subcommittee meeting for this Weds from 3-4:30 this
Wednesday and I will be sending you all a proposed compromise document later
today or tomorrow which will hopefully break the logjam we are presently
experiencing.

If we can't resolve the opposing positions expressed in the AV subcommittee
it's likely we will need to either push through a consensus vote or submit
majority and minority positions on the two outstanding issues:

- personal video device requirements for caption support

- software-based media player requirements for closed captioning

Stay tuned.

It would be very helpful if you could get the document to us today. That
way a copy could be sent to the captioners as part of their prep material.

HI Larry,

"Pushing" through a consensus isn't necessary. Speaking on behalf of
the Board, "Minority Opinions" on the update/refresh are welcome. It
provides both Board staff and Public Board Members a greater depth of
knowledge and, allows us to consider all sides to a concern.
Ultimately, the Board's Committee believes this will result in a
overall more effective Standard.

Once the NPRM is published, those with dissenting/oposing opinions
can further provide thoughts/documentation during the Public Comment
period. Discussions can be expanded, data provided with the Final
Rule having been considered from all reasonable aspects.

Just some thoughts from this quarter.
