Subject: Important Note Concerning Minority Reports!
Members of the TEITAC Committee:
After further review of the TEITAC protocols and consultation with the
Access Board, Jim and I have decided that it is NOT necessary for you to
submit Minority Report drafts at this time. Our protocols are very clear
about the inclusion of Minority Reports along with the TETIAC final report.
Section 19, "Recommendations" states:
"Any committee member may prepare a minority report for the record. Minority
reports will be incorporated into the committee's final report."
This infers that minority reports are typically submitted after the
committee has prepared "a set of recommendations in the form of a final
written statement..." Minority reports are usually prepared to cover topics
where consensus could not be reached through the committee. These reports
are NOT subject to peer review or approval. They are included as part of the
final report that is submitted to the Access Board in January, 2008.
During our November meetings we will decide as a committee on a reasonable
date to require submission of the minority reports.

Helpful news from the chairs.
While I believe we are rapidly approaching consensus on our outstanding
issue, I have not been able to attend to the latest messages regarding
controls for access services in TV 9and other places).
With this reprieve, we will continue our discussion over the weekend and
hopefully have agreeable language by Monday.
At this point, I think we should put a Wednesday, 10/24, 3-4pm ET meeting in
our schedule to wrap up.

Folks -
I'd like to clarify the note below concerning a mandatory submission of
Minority Reports by today. We certainly appreciate that TEITAC members have
already prepared reports and would like to submit them -- please do! Jim and
I have already received drafts. We realize that these reports may provide
important data and clarification on topics and provisions.
Sorry for causing undue anxiety and stress prior to the weekend.

Mike, let me see if I understand the gist of your two messages. To wit,
today's submission is purely voluntary. Choosing not to submit today
has no bearing on our option to submit minority reports or views later
in the process. Correct?
