Potential addition to address AT portion of AT-IT interoperability


Addition #1, to Section 1194.2 Application

(d) When procuring Assistive Technology products, agencies must
select the Assistive Technology that best meets the needs for an
individual end user, that best meets section 3-XX Assistive
Technology, and that runs on the agency-deployed platform(s).
Agencies do not need to apply other technical or functional
provisions in this part to Assistive Technology purchases.

Addition #2, a new 3-XX Assistive Technology (new provision)

Assistive Technology must utilize the accessibility services provided
by platform software that meets section 3-V Accessibility Services,
to the extent that the information is appropriate to the AT function,
in order to provide the alternative user interface(s) to people with
disabilities. Platform software "accessibility services" includes but
is not limited to the items listed in 3-U AT Interoperability.


Rationale for these changes

The purpose of 508 is to change the work environment such that people
with disabilities can be hired into positions where the E&IT is
already accessible. Since AT will remain a key component of that
environment - for efficiency & productivity of the employee with a
disability - E&IT and AT must work effectively together. Placing a
burden solely on E&IT to achieve this result doesn't work for
numerous reasons (articulated elsewhere). Since AT and E&IT are
typically procured at different times under different procurements,
the best way to ensure they work together is to require that both
utilize the same mechanisms for inter-operating: namely the 3-V
Accessibility Services providing the information enumerated in 3-U AT-
IT Interoperability.

ATIA is opposed to this proposal, for many reasons that we have
articulated clearly over the past 16 months. It is just not the
proper direction, and will not yield the desired result. I will try
to join the call - I got hit with the flu this morning.
