David,

Yes, that is dyslexia and "processing difficulties" are
certainly a part of it. My examples were just one of many possibles. If
I had the complete answer I would share. My point is that it may be
easier to start with addressing items such as grade level into
consideration where there is actual research or implementations that
exist that we can debate, analyze, and evaluate.

The questions you rais on cognition are good ones. Are we also
concerned with issues such as dislexia and processing difficulties?
These will take more than grade level or actual comprehention into
account.
