On the chance that some TEITAC members are not fully in touch with the
real-life needs of feds and the problems they are having with 508, here
is an example below from the front line.

I've never thought about breaking thi down to each component part. If the
card or chip reside in an E&IT and if the funciton of that card or chip
cause the E&IT to not meet the standard, then the E&IT doesn't comply rather
than trying to iolate a network card, chip etc. This would be especially
true in our current thinking where context become important (PC used for
voting system verses desktop.) Seems like you could only comply in relation
to the output of chips, cards or other component parts.

This is very important point.
Components often cannot conform by themselves. But if they don't support
accessibility then it can be impossible to make something accessible if the
part is used.
Now usually this is done by the manufacturer so 508 wouldn't address
components - the mfgr just shouldn't buy things that prevent them from
making accessible products because it can decrease sale-ability to gov.
But if government is buying components to assemble something, and a
component could block accessibility of the final product, then 508 would say
that the gov agency should buy components that DO support access instead.
The 508 standards don't really talk about this case - except to say that the
final assembled product should be accessible. So it is indirect.
