Proposed text in Oct 26 draft:
Color must not be used as the only visual means of conveying information, indicating an action, prompting a response, or distinguishing a visual element. For example, mandatory form fields are identified with red text and labeled as "mandatory".

Rationale:Harmonizes 508 Web, software, and closed product requirements with WCAG 2.0 and ISO 9241-171. Programmatic exposure of color is not sufficient for color blind users. A visually redundant means is necessary.
