Proposed Text (based on Version 2, proposed by subcommittee on November 7, 2007:

Television tuners, including tuner cards for use in computers, must support video description playback:

  • Analog-signal tuners must be equipped with Secondary Audio Program (SAP) playback circuitry as defined by the Multichannel Television Sound standard developed by the Broadcast Television Systems Committee (BTSC) in 1984.
  • Digital television tuners must support processing of video description when encoded as a Visually Impaired (VI) associated audio service that is provided as a complete program mix containing video description according to the A/53 standard developed by the Advanced Television Systems Committee (ATSC).


Rationale: An attempt to align the 4-A - Caption Playback provisions with the 4-B - Supplemental Audio Playback provisions.

Need to change "playback" to "process"

CEA: concern regarding phrase "ancillary audio program playback circuitry". Want to point to ATSC A53 VI standard which referrs to the full program plus description mix.
