RESOLUTION from 9-10-2007 Call

1.1-B Products must provide at least one mode that allows [access] visually without requiring visual acuity greater than 20/70. This access may be provided directly or through assistive technology.

DECISION FROM 9-10-07 MEETING

Determined that there was nothing more that this group could do til the Plenary Acted. Recommended that answer and language be developed in plenary.

WHEN TO APPLY FUNCTIONAL PERFORMANCE CRITERIA (ALL)

RESOLVED: (2 resolutions) (resolved at 09-14-07) (Revised to add #3 on 10-1-07 )

RESOLUTION #1: That we can not move FPC up to aspirational comment in introduction because the 508 law specifically requires Access Board to provide Functional and technical guidelines
resolution #2: the three roles for the FPC are:
  1. If any of the technical provisions are not met, the FPC can be used to see if access is provided in another way (i.e. through equivalent facilitation).
  2. To see if the technical provisions cover all aspects needed to provide access to the product. (i.e overall evaluation)
  3. To help identify and report functions (of a partially conforming product) that would not meet the FPC (and would therefore not work with employees and/or public users with disabilities) so that agency can evaluate the importance of lack of access to those functions to the intended use of the product. {Resolved to add at 10-1-07 meeting}

Applying these decisions would result in the following

Roles of the Functional Performance Criteria:

  1. If any of the technical provisions are not met, the Functional Performance Criteria can be used to see if access is provided in another way (i.e. through equivalent facilitation).

1.1-A - Without Vision

Products must provide at least one mode that allows access to all functionality of the product without using vision. This access may be provided directly or through assistive technology.


1.1-B - With Limited Vision

Products must provide at least one mode that allows access to all functionality of the product visually without requiring visual acuity greater than 20/70. This access may be provided directly or through assistive technology.


1.1-C - With Color Vision Deficits

Products must provide at least one mode that allows access to all functionality of the product for people with color vision deficits.
Explanatory Note: This provision can be met by meeting the color and contrast requirements below.


1.1-D - Without Hearing

Products must provide at least one mode that allows access to all functionality of the product without using hearing. This access may be provided directly or through assistive technology.


1.1-E - With Limited Hearing

Where audio information is important for the use of a product, it must provide at least one mode that allows access to all functionality of the product with enhanced audio. This access may be provided directly or through assistive technology.


1.1-F - Without Speech

Products must provide at least one mode that allows access to all functionality of the product without user speech. This access may be provided directly or through assistive technology.


1.1-G - With Limited Reach, Strength, or Manipulation

Products must provide at least one mode that allows access to all functionality of the product for people with limited reach and strength, and that does not require simultaneous actions. This access may be provided directly or through assistive technology.


The following two items would need different language and decisions about inclusion and language have not been made yet so they are not included here.
