      1. That we can not move FPC up to aspirational comment in intro because the 508 law specifically requires AB to provide Functional and technical guidelines
      2. the two roles for the FPC are:
        1. . If any of the technical provisions are not met, the FPC can be used to see if access is provided in another way (i.e. through equivalent facilitation).
        2. . To see if the technical provisions cover all aspects needed to provide access to the product. (i.e overall evaluation)
