New FPC intro language

The purpose of the Functional Performance Criteria is to provide overall evaluation criteria for determining whether products being developed, procured maintained or used meet the functional needs of individuals with disabilities. Once the technical Criteria are met, or achieved through equivalent facilitation, the Functional Performance Criteria must be applied to see if the technical provisions cover all aspects needed to provide access to the product. The FPC can also be used to help identify and report product functions that may not meet the Technical or Functional Performance Criteria and evaluate the importance of the lack of access to those functions relative to the intended use of the product and its impact on users with disabilities.
