Do the standards provide adequate access for individuals across the age span and in a variety of environments?

Do the standards require an appropriate range of built in access, compatibility with add-on or “substitutability” with assistive technology devices?

Do the standards address new products and components that have become available since the standards were adopted?

To the extent possible, do the standards consider future trends in telecommunications technology development to prevent rapid obsolescence?

== Applied to Individual Standards ==

What functional limitation(s) does the standard address - vision, hearing, speech, motor, cognitive, other?

Does the standard provide for built in access and/or does it ensure compatibility with add-on AT or substituting an AT product?

Is the standard internally consistent, between Section 508 and 255, and externally consistent with other standards (FCC, ANSI, OSHA, etc.)?

Is the standard clear, understandable, and likely to be interpreted consistently:

  • By product designers/developers and consumers if a 255 standard?
  • By individuals engaged in procurement if a 508 standard?

For a 508 standard - Can the standard be reasonably verified by procurement officials? Are the standards measurable to the extent possible or can documentation be provided that verifies conformance to the standards?
