Comments or suggested edits

This provision makes sense for 508 - for things the government acquires. It seems wholly inappropriate for corporate use, which I believe is one of the places that 255 requirement would impact. The issue here is that it speaks of a "telecommunications system" - complete with all of the (potentially) IP routers and other infrastructure that must be provisioned with sufficient capacity to meet this provision. Perhaps that makes sense in infrastructure offered to the general public (though I would question that), but it seems wholly inappropriate for all cases. Korn
