Even though our subcommittee has made a lot of progress on discussing the provisions, we have not quite settled on a lot of new draft language. Here’s where we are. Links to relevant wiki sections are listed at the end.

Scope
The Web and Software subcommittee is addressing all provisions in sections 1194.21 and 1194.22 with the exception of 1194.22 (b) which we have deferred to the A/V subcommittee.
New issues that require Provisions
- We have discussed the need for several new provisions in the Web section
- We are discussing a proposal for a new section to 508 that would enumerate requirements for document encoding schemes sometimes known as document formats.
- We are working on some provisions to address cognitive issues
- We are discussing a proposal that would add provisions on API requirements to improve IT-AT interoperability
- We are discussing some potential new provisions targeted at authoring tools and user agents.
- We have identified an issue around “platforms” but not yet discussed in great detail what needs to be done about it. An operating system is clearly a platform but so is a Web browser. And a plug-in might be a platform. So you can have “content” that is rendered on a platform (plugin) on a platform (browser) on a platform (OS). We’re waiting for a proposal in this area.
Any completed drafts or agreement on existing Provisions
- We have a section of our wiki called “Final Deliverables” that documents where we ended up so far in our discussions on the existing provisions. The software and web documents contain some reworded provisions that we have agreed on and some drafts that still require subcommittee approval.
- We also have a draft of what the Web section might look if it were harmonized with WCAG 2.0. This contains several new provisions. Note that this proposal has not yet been discussed in detail by the subcommittee.
Progress report on anything undrafted
- We have proposals for most things that we are discussing. We just haven’t closed on them. After CSUN, I will put a project plan in place to drive this to completion.
