Revised on request because some forms of biometric may indeed be possible that work cross-disability. For transmitted voice signals, provide a gain adjustable up to a minimum of 20 dB. For incremental volume control, provide at least one intermediate step of 12 dB of gain.

{255}S 1193.41 (*)(i) Operable with limited cognitive skills. Provide at least one mode that minimizes the cognitive, memory, language, and learning skills required of the user.

NOTE: This provision is here as a placeholder. The general group identified the following issues and questions in trying to move this forward.

  1. Should we have an FPC when we dont have very many technical provisions saying to this would be done?
  2. The range and variety of cognitive, language and learnign disabilities is so wide that the question arises , could any product meet this FPC for the full range of people with CLL disabilities.
  To cover cognitive, language and learning aspects. This is one of the largest or the largest group of people with disabilities in the government. The cost in increased productivity can be great. Even simplification act has talked about using plain language. And GSA reports that there is some guidance there to use plain language. The cost to learn to write plainly though is not known or other aspects of this. The benefits are believed to outweigh costs in the end however so a net decrease in cost is believed. But this only addresses one aspect of the Cognitive Language and Learning disabilities.
  {508}"S 1194.21 (k) Software shall not use flashing or blinking text, objects, or other elements having a flash or blink frequency greater than 2 Hz and lower than 55 Hz.

Product hardware must not flash more than 3 times in any one second period if the flash either:

  • is greater than YY candelas; or
  • is greater than 20 candelas/meter-squared and contiguously occupies more than a total of .006 steradians (25% of any 10 degree visual field).

Product software must not flash more than 3 times in any one second period unless the flash is under the general flash and red flash threshold.

  General since it can be hardware, software, Media, Content. @@ should add text to indicate that is is to avoid seizures not distraction. Should lower costs by allowing removing Flash restrictions from things that are not problems.
