I'm trying to find some accessible resources for a high-school student who
is blind and getting started in python with the pygame framework. Does
anyone have any recommendations? He also knows some HTML and is open to
learning other languages if we can find him a good resource. This may not
be on-topic for this discussion list, but I'm having trouble finding where
to ask this question. Any help would be appreciated.

You might look at Codecademy (Codecademy.com). I haven't analysed it in depth but it seems pretty accessible and it's a very good learning environment.

Hello,
Free Code Camp:
https://www.freecodecamp.org/
Is free and very accessible.
If they're interested in games, have them visit the audio game developer
community:
https://forum.audiogames.net/forum/28/developers-room/
There is a community of blind developers interested in games.
Thanks,
