I take responsibility for that - the Publication Services Section is my
responsibility. Originally, it was felt that the title text would be
sufficient but later, the decision was to use <noscript> and I forgot to
remove the title text.

I will do that today.

I noticed that in the .gov site above, the remote rollovers
contain info, and the <noscript> supplies the same for non-JS
UA's, so why is there also a big ugly 'title' box draped
across those wonderful rollovers, carrying essentially the
same info?

It visually mars the rollover just when the eye is turning to
look. Do accessability guidelines actually require this, or what?
Can the JS be used to 'turn off' the title box for JS enabled UA's?
Or is it just bad design?
