Hello Ian/Sebastian,

Re checkpoint 10.4 - we now advise our clients that all assistive
technology that we've come across in use recently handle empty control
boxes fine (in fact place-holding text is often more confusing to screen
reader users than an empty text field). Our general recommendation is that
this checkpoint no longer applies.

We likewise tell people to ignore 10.3 as long as the tables have been
constructed correctly - what do others think?
