I consider myself well-versed in the Web accessibility aspect of
Section 508, but not the rest of the law. Can anyone direct me to
resources on other areas, especially in the area of internal telephone
and voicemail systems? (private branch exchange systems)

I've bookmarked several of the pages from section508.gov regarding
telecommunications, but I'm sure there are other resources I am
missing.

You might wish to refer to parts of the US Telecommunications Act,
Section 255. Portions of Rehab Act Section 504 might be of use to you
as well. The FCC's Disability Rights office has a fairly extensive
portal to point you in various directions: http://www.fcc.gov/cgb/dro/
