I tend to agree with Penny's last post (under 'address tag'). CMSes are billed as 'now anyone can create a web page, with no knowledge of HTML at all!' and that is true as far as it goes, but the corollary to that is 'now anyone can butcher a web page and create headaches for webmasters, with no knowledge of how to present content in an accessible or easy to read fashion at all!'

We've found that it's necessary to provide accessibility training within the normal CMS training you give your users, and set a fairly rigorous 'house' style (in the non-css sense), to prevent them from posting links like this:

"A summary can be found here: http://www.meaninglessurl.com/tom/dick/harry "

...from which we cannot derive the content of the linked page at all. There're other bugbears which are coming out already just in testing - I get the feeling I'm going to have to provide lots of support until it all sinks in.
