Looking at success criterion 2.4.5 : The table of contents should be
located where? It states the table of contents should provide links to
sections and subsections of the same document. But can the table of
contents be at side or top or button of the page?

Hi Shawn,
The table of contents should be located at the top of the page under h1
where the main content of a web page or document is displayed. In very few
cases it might be displayed in the left pane provided the page layout does
not include navigation links there or else it will clutter things up.
For me it should be at the top of the page.

The intent of 2.4.5 is to help users find and access web pages within
a site. The Table of Contents technique, however, primarily refers to
navigating within one specific web page. There's a disconnect between
what the success criteria is requiring and what this related technique
is telling you to do. Certainly a table of contents for a page's
content would be helpful, but this would not satisfy 2.4.5. If the
table of contents instead is linked to on every page and provides an
overview of the content on the entire site, then it would satisfy
2.4.5.

Thank you for the feedback. I'm experiencing pages with the table of
contents on the top, bottom and left or right div class.
