this has probably been answered but screen readers can determine how to read
Roman numerals and the setting can be controlled by the user. At least this
is how it is with JAWS.

You have mentioned some differences between the readers regarding
formatting (VoiceOver as one of your examples) and I have seen more than my
fair share of the differences. Still, I think it would be useful to know
what these formatting differences are. I do research of my own, but is
there any "Rosetta Stone" compilation that you have seen out there for
differences? Something that would tell a designer or developer some hints
on how something would work out? I am trying to get resources together for
the different teams in our company as a 'heads up' method on the possible
shortcomings so we can discuss them and make plans/design rules. Any
direction would be greatly appreciated.

I'm not aware of any such resource. As I've noted before, it's very
difficult and often pointless to try to account for differences and
quirks in screen readers. At least I wouldn't bother too much with
such things until good accessibility guidelines have been fully
implemented.
