I fully understand how to properly implement a “skip to” link, but I was wondering if there is a general consensus regarding multiple “skip to” links? In other words, should there be more than the “skip to main content” link and also provide links such as “skip to navigation” or “skip to footer”?
Assuming proper page structure with headings is in place, links have descriptive titles etc. is it necessary to have multiple “skip to” links?

The ideal is that there be a combination of headers and land marks with skip
tos for the things you can't use the other two for. Skip to is an older tool
that does still have a use but using a combination of the three means that a
person has options and many fast shortcuts.

Hi Logan,

Skip links are still needed by some disabled site visitors. Until we have
mainstream browsers that enable navigation by headings or landmarks, only
access technology users can benefit from them. People with impaired
mobility who have to use keyboard navigation may have a long and painful
journey to reach important links.

Too many skip links could become a burden in themselves though, and the
number you need will depend on the page design. If the top level navigation
is near the start of page code, a skipp link to that would probably be
unnecessary, but a skip link to secondary or section navigation (if
available), would be useful. Footer links can be reached by reverse
tabbing from the web address, so it could be argued that someone who needed
to use the keyboard tab key for navigation will have worked that one out.

So my vote would be for a skip link to main content and another to section
navigation. Of course they must be visible or become visible on tab focus.

Logan,

While having a good heading structure is important, remember that the
ability to skip amongst heading levels is something that screen reader
users (depending on the screen reader) can take advantage of. Having
multiple skip links can be used by both screen reader users and other
users who cannot use the mouse.

My opinion on skip links is that one is usually sufficient, but certainly no more than two or three. If you find yourself needing more you page is probably overly complex and the design should be rethought. Make sure the links are either visible or become visible on focus.
