The recommendation is to use the header containing site-oriented info as an
aria banner landmark region. Is it ok if the banner landmark also contains
links for navigation within the site? Is it necessary to mark that section
within the banner landmark a navigational landmark?

Yes. If the navigation element is immediately after rest of the banner
content, it might be useful to place them in separate elements with
their distinct roles.

It is not necessary, but would be useful.
