I would like to know what do you think of the accessibility of time-based
popup? E.g Popup displayed after 60 seconds? It is a requirement only for
AAA? (i.e. WCAG 3.2.5) or requirement for all accessible sites ( WCAG
3.2.1)?

What do you think of that?

As a basis: popup is accessible i.e. can be identified, closable,
resizable, readable etc. The question is only that timing can be
accessible?

On the assumption that it was only the timing aspect, then I think it is
probably annoying to everyone, not just people with disabilities.
(Therefore not discriminatory.)

At at the AAA level I think 2.2.3 applies [1], but if you are looking for a
statement of conformance, I don't think the timing aspect is a fail on it's
own at AA.

I would be careful of a couple of things though:
- Someone using a keyboard and filling in a form might be disrupted, so I'd
be careful that keystrokes when the pop-up appears do create disastrous
consequences.
- For a magnifier user, how do they know what is going on? The pop-over
needs to be reliably shown and cover most of the visible window, with a
black-out on the background page.
- You could also argue that a random pop-over is intrinsically un-usable,
and that would affect some people with cognitive issues more than other
people.
