I'm assisting with a mobile project that will have a very short animation (a couple of seconds) in duration accompanied by a sound.
Are there audio formats that work best with mobile screen readers? Are there any types to avoid?

The screen reader is irrelevant here. You want to know audio formats
that work well with mobile browsers, as the screen reader will simply
sit on top of the browser (and short answer would be MP3 for best
compatibility and file size, I'd say).
