This page<http://www.sbctc.edu/for-employers/default.aspx>; is a landing page. In its main content area it contains a paragraph of introductory text then three pictures with links to new pages. The three picture-links are "Economic Development", "Employer Grants and Loans" and "Centers of Excellence". The picture and the text are in separate divs and these are wrapped in the anchor tag so that both the picture and the text becomes clickable.

When I listed with NVDA the alt text for the three pictures sounds cumbersome . Since the picture is just basically "eye candy" for the navigational link, I'm inclined to provide a null alt attribute.

I would appreciate your opinion.

I'd go with that, based on WCAG technique H2 (https://www.w3.org/TR/WCAG20-TECHS/H2.html) and because in this case, the images don't provide any real content.

Yep, there's already (actually useful) text in the anchor that will read out: "Economic Development" for instance. The images are purely decorative, so alt attribute set to an empty value is the way to go.

+1 for Brian's comment. alt="" will meet WCAG 1.1.1 by giving screen
readers a way to ignore the image, and if someone queries it, the purpose
of the images are met by the text in the same link.
