Okay, so it would be wrong then to make a blanket statement that PDF
is not accessibility supported, since it's conceivable to create a
simple PDF that can be read by anyone using freely available user
agents. But it would be correct to say that a structured PDF is not
accessibility supported because only the latest screen readers can
read the essential structural markup and they are prohibitively costly
for a significant number of people.
